Photoshop to make a wallpaper like this?
I have photoshop, Paintshop pro and macromedia fireworks,
want to make a wallpaper like this:

how can i do this??
To do this you will have to master the use of layers amongst other things. Layers allow you to stack up different pictures like tracing paper enabling you to work on each layer or picture/graphic and then combine all the images to create the finished article.Different effects can be applied to each layer such as adjusting the transparency of it like the faint image of the girls face to the left in your sample. Mistakes can be more easily rectified because you only need to work on 1 layer at a time and not spoil previously added/created layers if you do not like something you may have done on one particular layer.
