How to buy comfortable high heel shoes?

How do you know which high heel shoes are comfortable when you are shopping? I would feel comfortable with high heels when I wear in at the store because of the carpet.
Once I wear these high heels outside like on cement ground, they are painful to wear. They are not cheap shoes either like around $80 and up. I’m an amateur when it comes down to high heels.

I have had the best results with heels from Kohl’s. They are pretty inexpensive. My favorite and most comfortable pair are made by Liz Claibourne.

I make sure I’m wearing some type of hoisery when I wear heels. Otherwise I get blisters or irritation on my toes. I have a pair of wedges that are really high and hard on the balls of my feet. I just bought some gel inserts and they are wearable.
